<p>The bad news, as blogger <a href="http://thepoliticalenvironment.blogspot.com/2009/03/feds-say-there-is-no-poverty-in.html">Jim Rowen</a> points out, is that the Federal Highway Administration says there are no economically distressed areas in southeastern Wisconsin.</p>
